Certain short coated breeds such as Chinese Crested, Short Coat Chihuahuas, Mini Pins and some larger breeds like Rhodesian Ridgebacks or Boxers may benefit from a coat, jacket or sweater in the winter.
Rhodesian Ridgeback would be in South Africa where it is always warm and a Chihuahua would be in Mexico. So when you take a dog who has been engineered to live in warm climates and bring him to the Great Lakes or to Minnesota in the winter, it is advisable to provide a nice warm coat or sweater.
Similarly a Siberian Husky, Alaskan Malamute or Bernese Mountain dog who hails from a very cold climate may benefit from a cooling coat and a partial shave. Cooling jackets made of gel or chamis, which are soaked in water, can provide cooling for your dog. And always remember to provide cool water regardless of the outside temperatures.
